William Thomas Ruff, affectionately known as “Sam,” was born on February 23, 1938, in Baltimore, Maryland, to Katherine Jackson and Milton Jackson. He was the second youngest of five children and grew up alongside his siblings Marguerite Winstead, Catherine Kess, Dolores, and Alec.
Sam was a handsome, soft-spoken, and charismatic man whose presence drew people in effortlessly. A gifted athlete, he excelled in both baseball and basketball and was actively sought after for baseball recruitment.
He attended Dunbar High School, where he distinguished himself through numerous athletic achievements, graduating in 1956 with many awards and trophies that reflected his dedication and talent.
While at Dunbar, Sam met his high school sweetheart, Barbara Woodland, whom he married and shared 21 years of marriage with. Sam became the proud father of Angela, Tangela, Micheal, Kevin, Shavel, and Shawn. Sam’s love for sports and life was shared generously with his children, creating lasting memories rooted in joy, laughter, and connection.
Known for his kind spirit and mild temperament, Sam was a cherished friend and a valued employee. He dedicated many decades of loyal service to Becton Dickinson, where he eventually retired. Even at work, his love for basketball shone through as he played as a key member of the employee team.
Sam had a deep love for sports—and for playing his numbers in the lottery. One of his favorite routines was his daily walk to the Rotunda to play his numbers, a ritual that reflected his active lifestyle and engagement with the world around him. He remained social, energetic, and deeply connected to family and friends throughout his life.
A man who appreciated companionship and love, Sam’s gentle nature and handsome presence were undeniable. In his later years, he found joy and companionship with Miss Phyllis, who held a very special place in his heart. Their time together—filled with dates, shopping, parties, and family gatherings—brought him much happiness. Sam especially enjoyed “talking stuff” about sports with his son Kevin, moments that brought laughter and closeness.
Sam is survived by his children Tangela, Kevin, Shavel, and Shawn; his nieces, Geraldine and Cathy; and his grandchildren, Tawney, Tiffany, Tenille, Tiera, Janea, Phoenix, Toya, Carl, Timothy, Rachel, Chelsea and Kevin III. He also leaves behind a host of great-grandchildren, nephews, and many friends whose lives were touched by his kindness, warmth, and gentle spirit.
Sam lived a life rooted in kindness and love. Though we miss him dearly, we find comfort knowing he is now at peace. We look forward to the day we will see him again — whole, joyful and perfected in rest.
