Mattie R. Biggers-Rigsby

MATTIE RUTH BIGGERS-RIGSBY AKA TOOTSIE, the wife of Garth (Frankie) Rigsby and daughter of the late Jeremiah and Susie Rebecca Biggers, was born May 4, 1957 in Baltimore, Maryland. She went home to be with the Lord on Saturday, April 5, 2025.

Tootsie acquired and earned a Diploma from Harbor City Learning. After years of working in Corporate America, she decided to have her own business opening a daycare in her home. Tootsie successfully fulfilled that dream with naming it " Rigsby's Daycare".

In addition to her husband Frankie, she is survived by her sons Davon C. Goines, Sr. and Melvin R. Brown, II. granddaughter; Dana Goines and grandsons; Davon Goines, Jr. and Melvin R. Brown, III. Three sisters Rebecca Biggers-Daniels, Mary Biggers, Sharon Biggers and brother, Andre Biggers; sister & brother-in-laws; Kaye Sellers-Biggers, Ismay Rigsby, Lenore Radix, Glen Rigsby, Patrick Rigsby, Ivy Rigsby, Eartha Rigsby, Sandra Streets and a host of nieces, nephews, cousins, friends and colleagues.
