Frances was born May 14,1954 in Jamestown, SC to the late Horace Rivers II and the late Marjorie Myers-Rivers both of Jamestown, SC. Frances was the 5th of 14 children. She received Christ at an early age and received her Grade School education in Jamestown, SC. Later her parents moved to Baltimore, Maryland. There she continued her education in Baltimore City Public School System where she received her Maryland High School Diploma.

After high school, Frances showed interest in fashion and tailoring. She along with her sister Ida went on to do several fashion shows with the Outward Bound program at Morgan State University. Later, she would find her true calling in Early Childhood Education. At any time, you could find 10 -15 kids in her house. It didn’t matter if it was family or just kids from the neighborhood. Frances never turned a child away and never asked for anything in return. There is nothing that could make her smile bigger than to see and hold a baby in her arms. She officially started her childcare career as a volunteer at a daycare center where she was immediately offered a job, which she accepted. Later, she started working with the Housing Authority of Baltimore City which allowed her to spend time at almost every daycare center in Baltimore. She found her home at Dr. Emerson Julian Child Care and Early Education Center where she earned several childcare certifications. There she formed the 2nd family with the staff and children. Frances had a successful career in childcare for over 30 years before falling ill. She was best known as “Aunt Franc” to almost everyone, no matter if you were her niece, cousin, in- law, or just a friend of the family. She never turned her back on a single soul, even the ones that wronged her would get a warm reception. She would always say, “we just have to pray for them”. Her heart wouldn’t let her be anything but nice.

Three brothers, Horace III, Thomas Sr., and Sampson. Five sisters Kathleen, Catherine, Ida, Marjorie, and Janie. Mom Marjorie and dad Horace II all preceded her in death.

She leaves to cherish her memory: two sons Randolph “Dennis” Rivers and George “GeeGee” Jones; two granddaughters Cierra Rivers and Labria Ottley; one daughter in-law Joy Rivers; four great-grandchildren Lawrelle, Giovanni, Nora, and Kyrus; two sisters, Irene and Beatrice; three brothers, Nathan, Jasper, Clement all of Baltimore. Her life companion George Jones Sr.; one sister-in-law Tonya Rivers; four aunts, Lula Wilson, Dee Simmons, Jackie Myers, and Vivian Wilson all of SC; and Lisa Harris of Brooklyn, NY; Her extended family Aaron, Demetria, Tamika, Caleb, and Ameenah of Baltimore, MD. Jessica, Diamond, and Kenneth of Littleton, NC; and a host of devoted nieces, nephews, cousins, and other relatives, and friends.
