Carolyn J. Winegan Franklin was born on January 10, 1946 at the Johns Hopkins Hospital in Baltimore, Maryland, to the late Rev. Allen A. Winegan and the late Eva Lee Liggins Winegan.
Carolyn was baptized during the administration of the late Rev. Harvey E. Walden by the late Rev. Sidney Raines at Waters AME Church. As a child she attended Shiloh Baptist Church in Edgemere, MD. Upon her return to Baltimore City, Carolyn attended various churches. On December 10, 1972, Carolyn joined Waters AME Church under the administration of the late Rev. Melvin Chester Swann. Carolyn loved church work and unselfishly devoted her time, talents and funds to name a few to: The Pastor’s Aid, The Maryland Club, The Allen Women, The Melvin Chester Swann Choir, the Chancel Choir. She Served as Secretary for the church conference; 30 plus years as Secretary for the quarterly conference for the late Presiding Elder C. Wilson, Presiding Elder Ernest E. Montague and Presiding Elder Cordell E. Hunter.
Carolyn was appointed to the Board of Stewards in May of 1997 by Reverend Ronald E. Braxton (now P.E. of the Potomac District) where she served faithfully. The Rev. Samuel E. Hayward bestowed upon her the responsibility of preparing the church and congregation for advent services. Due to the soaring costs of the advent stand she designed and created a more cost-effective one. One of her other Steward duties was to assign the Stewards and Trustees offering from 1999 to the present. Carolyn served on the Stewardship & Finance Committee.
Carolyn was formally educated at Bragg Elementary School in Sparrows Point, MD; Carrollton Jr. High School, Eastern High School, Morgan State College, Baltimore Jr. College and the Community College of Baltimore, all in Baltimore City, MD.
Carolyn began her work career on May 23, 1966 at Ft. Holabird, MD. She had a 15-month break in service where she temporarily worked for State of Maryland, Unemployment Division. She resumed her federal career on August 23, 1967 to October 1973. On October 9, 1973 she began employment with the United States Department of Justice (Office of the Attorney’s Office for the Division of Maryland). She served under 14 U.S. Attorneys beginning with George E. Beall and ending with the Honorable, Roderick J. Rosenstein.
Carolyn enjoyed a myriad of hobbies and interests. Her first love was her service and participation to a host of church-related activities; performing duties for several organizations, committees and clubs she belonged to. She was blessed by God with the talent of an angelic voice that resonated through-out Waters AME Church, many other venues and events for which she sang. Carolyn also enjoyed solving complex crossword puzzles, reading books and listening to religious anthems and oldies but goodies from her younger years. She had an affinity and a special love for the two popular game shows Wheel of Fortune and Jeopardy for which she spent many evenings watching and remotely participating with her husband, James. Carolyn had a great sense of humor with an infectious laugh and enjoyed spending infinite hours on the phone with her big sisters Eloise & Elaine, her son Richard, her granddaughters and a multitude of dear friends & close family members.
Carolyn leaves to mourn their loss: her husband James Franklin, one son, Richard Rollison, one daughter-in-law Anina Tripp-Rollison, three granddaughters; Ashli Lacole, Ananda Christen and Alexandra Ophelia; one great-granddaughter, Payton Bryant; one-sister Eloise Sutton, one brother Norman Winegan; one brother-in law, Larry Jenkins; one sister-in-law, Joyce Winegan; and a host of nephews, nieces and family members. Carolyn also leaves behind special cousins; Donald Tynes and Shirley Thomas; many long-time, close and devoted friends, church members and co-workers.
