BEULAH OLA WINKLER-BAILEY, was born on September 12,1915 to the late Preston Louis Winkler and Irene Street-Winkler. She was born in Meherrin, Virginia. Beulah met Matthew Bailey, and they were married at an early age. Beulah was blessed with five children; four boys and one daughter, Clinton, Ruth, Matthew, Winfield and Henry. Three of her sons preceded her in death, Clinton, Winfield and Henry.

   Beulah was employed by the Baltimore City Public School System, where she served as a Cafeteria Manager for many, many years and retired. Beulah loved to cook and this was evident in the hot rolls and sweet potato pies that you couldn't resist and sometimes ended up eating more than one slice. Oh, and the fried chicken, it was simply heaven. Beulah was known to always share whatever she cooked with whomever she met and appeared to be hungry. She would often say, ''I can't do nothing with a cake.''

   Beulah took it upon herself to become a Clean Block Captain way before the Clean Block Campaign was launched by the city. Beulah took ownership of the 1700 block Wolfe and Federal Streets as she would clean the gutters, the alleys, as well as get her bucket and scrub brush and go around the corner to scrub the steps of her friends. Her work did not go unnoticed, as the trash collectors were amazed and couldn't believe that this cleaniness was a one woman campaign. Boy, was she serious, you dare not walk by and drop a candy wrapper let alone paper, she went off in a nice way. Beulah was eventually honored and given a ''Channel 13 Salute'' by Bob Turk for her dedication and devotion to the neighborhood. Beulah stayed on Wolfe Street until her health began to fail. She remained in her daughter's care until her demise.

   Beulah accepted the Lord as her personal Savior at an early age in Meherrin, Virginia at Levi Baptist Church. She reaffirmed her faith and trust by joining the Faith Baptist Church, where she was a proud and dedicated member of the Morning Choir that sang at 8:00 a.m. every Sunday morning. Beulah was an early riser, and would often arrive at church before the pastor. While serving on the Sun Beams (Morning Choir), her robe was always lily white and starched crisp. Beulah served faithfully until her health began to fail and she could no longer attend church. Being unable to attend church did not stop her from praising God. She could be heard in thee wee hours of the night praying and singing as well as thanking God first and Ruth second, for one more day and would sponsor her own choir concerts. Her favorite hymm was,''Jesus Paid It All.'' She made her peace with God and silently slept away early Monday morning in the wee hours of May 10, 2010 at the age of ninety-four.

   Beulah leaves to mourn her loss: a very dedicated and devoted daughter, Ruth Elizabeth; and son, Matthew; sisters, (twin)- Bernice, Juanita Arlene, Joyce and Estelle; brothers, William, Larry, Dennis and Carlyle. She was preceded in death by her sisters, Alice and Rosa Mae; brothers Preston, Leroy Walter, Howard and James Earl. Beulah also leaves to mourn her loss: one daughter-in-law, Marguerite; two sisters-in-law, Katherine and Eva; numerous nieces, nephews, cousins, grandchildren, great-grandchildren, great-great-grandchildren, and a host of other relatives and friends.
